
Low Carbon Technology Roadmap for the Indian Cement Industry
The Low Carbon Technology Roadmap for the Indian Cement Industry, jointly developed by the World Business Council for Sustainable Development (WBCSD)'s Cement Sustainability Initiative (CSI) and the International Energy Agency (IEA), in consultation with Confederation of Indian Industry (CII) and National Council for Cement and Building Materials (NCBM) and supported by the International Finance Corporation (IFC) is a unique initiative by Indian CSI members to develop a roadmap in pursuit of low carbon growth. IEA have brought in their expertise in data modeling and analysis, while CII & NCBM developed the technology papers relevant to Indian Cement Industry, upon which the roadmap is based.
In this regard, 2 stakeholder dialogues were convened, first in Mumbai on Tuesday 28 June 2011 and other in New Delhi on Wednesday 29 June 2011. The dialogues created a platform for collaborative development of the roadmap and identified a list of technology papers that can aid the Indian cement industry to contribute to significant emissions reductions by the year 2050.
As its outcome, 29 papers on existing and potential technologies were identified and jointly developed by CII and NCBM. Implementing the greenhouse gas (GHG) reduction measures highlighted in the technology papers would facilitate the Indian cement industry pursue a low carbon path.
In these technology papers, certain policy and financial barriers were identified as deterrents to the speedy implementation of these technologies. These policy barriers need Government of India intervention to be removed or mitigated, and the financial barriers need to be worked through with support from financial institutions and other donors, so that the technologies can be implemented and can contribute to GHG emission reductions to a much larger extent.
As part of this, a stakeholder dialogue was conveyed on 17 Jan 2012 on Policy and Finance with key government, regulatory and financial institutions that can influence update of the technologies now and in the future. To take this a step further, an online consultation is also been flagged from 17 Jan 2012 for a period of five week where issues on Policy and Finance can be discussed and talked about.
With the inputs provided by the technology papers and IEA's modeling expertise, the Low Carbon Technology Roadmap for the Indian Cement Industry will help identify major GHG emission reduction levers for this key industrial sector to pursue. Removing the barriers identified in near and longer terms would have a long-lasting and cumulative effect on the emission reductions profile; therefore requiring priority action from all stakeholders together.
